| Abstract : | Η παρούσα εργασία αναλύει το θέμα της ανάθεσης δημόσιων έργων και προμηθειών στο πλαίσιο της δημόσιας διοίκησης. Η ανάλυση περιλαμβάνει την παρουσίαση του νομοθετικού πλαισίου που διέπει αυτές τις διαδικασίες, με έμφαση στις οδηγίες της Ευρωπαϊκής Ένωσης και την επίδρασή τους στην εθνική νομοθεσία.Εξετάζονται επίσης οι διάφοροι τύποι διαδικασιών ανάθεσης, όπως ο ανοικτός διαγωνισμός, ο περιορισμένος διαγωνισμός και ο ανταγωνιστικός διάλογος. Στην σύγχρονη κοινωνία, ιδιαίτερα βασικό ρόλο έχει η ηλεκτρονική διαδικασία η οποί επίσης αναλύεται.Στη συνέχεια, εξετάζονται τα δικαιώματα και οι προκλήσεις που αντιμετωπίζουν οι συμβαλλόμενοι στις δημόσιες συμβάσεις, καθώς και οι επιπτώσεις και οι προοπτικές στο σύγχρονο περιβάλλον.Τέλος, αναδεικνύονται οι κύριες πτυχές που επηρεάζουν τη διαδικασία ανάθεσης δημόσιων συμβάσεων στην Ελλάδα και την Ευρωπαϊκή Ένωση, περιλαμβανομένων των νομικών πλαισίων και των προκλήσεων που προκύπτουν στην εφαρμογή τους, ενώ επιπλέον γίνεται λόγος για τις προκλήσεις στο σύγχρονο περιβάλλον.Η εργασία παρέχει μια εκτενή και επιστημονική ανάλυση του θέματος και αποτελεί μια χρήσιμη αναφορά για την κατανόηση των διαδικασιών ανάθεσης δημόσιων συμβάσεων στον δημόσιο τομέα.
This study provides a comprehensive analysis of public procurement and contracting within the realm of public administration. The analysis encompasses an examination of the legislative framework governing these procedures, with a particular focus on European Union directives and their influence on national legislation.Various types of procurement procedures are explored, including open tendering, restricted tendering, and competitive dialogue. In modern society, electronic procedures have a particularly crucial role so these are also presented.Furthermore, the rights and challenges faced by the parties involved in public contracts are scrutinized, along with the contemporary implications and prospects within this context.Ultimately, this paper highlights the key factors that impact the public procurement process in Greece and the European Union, including legal frameworks and challenges that arise during their implementation. Additionally, challenges in the modern environment are addressed.This study serves as an extensive and scholarly reference for understanding the intricacies of public procurement procedures in the public sector.
