| Abstract : | Το αντικείμενο της παρούσας διπλωματικής εργασίας είναι η ανάλυση των διαπραγματεύσεων μεταξύ Ευρωπαϊκής Ένωσης και Τουρκίας για την αντιμετώπιση των προσφυγικών και μεταναστευτικών ροών κατά τα έτη 2015 – 2016. Αρχικά, γίνεται μία εισαγωγή στο θέμα της κρίσης λόγω των αυξημένων ροών στην αρχή του 2015. Στη συνέχεια, παρουσιάζεται το αναλυτικό πλαίσιο μέσω της βιβλιογραφικής επισκόπησης. Τέλος, η διαπραγμάτευση αναλύεται μέσω ενός παιγνίου τριών επιπέδων. Στο Επίπεδο Ι, γίνεται μία προσπάθεια ανίχνευσης των βαθύτερων κινήτρων και επιδιώξεων όλων των κρατών-μελών της ΕΕ, ενώ γίνεται ομαδοποίησή τους ανάλογα με την στάση τους απέναντι στο ζήτημα. Στο Επίπεδο ΙΙ, αναλύεται ο μηχανισμός λήψης απόφασης στο εσωτερικό της ΕΕ. Στο Επίπεδο ΙΙΙ, αναλύεται η κυρίως διαπραγμάτευση, αρχικά σε όρους διαπραγματευτικής δύναμης και στη συνέχεια μέσω ενός στατικού παιγνίου πλήρους πληροφόρησης. Τέλος, παρατίθεται μία κριτική ως προς την τήρηση των συμφωνηθέντων και των μελλοντικών σχέσεων ΕΕ – Τουρκίας.
The purpose of this thesis is the analysis of the negotiations between the European Union and Turkey regarding the migration and refugee crisis of 2015-2016. Firstly, there is an introduction to the topic of the crisis, because of the increase in the migration and refugee flows in early 2015. Then, we introduce the analytical framework, using the existing bibliography. Finally, the negotiation is analyzed through a three-level game. In Level I, we try to surface the deeper motives and needs of the EU’s member-states, while we categorize them according to their stance towards the matter. In Level II, we analyze the decision-making mechanism inside the EU institutions. In Level III, the main negotiation is analyzed, first by using the bargaining power as a tool, and later through a full information static game. Finally, there is a critical evaluation of the Deal regarding the compliance of the agreement and the future relationship between EU and Turkey.
