| Abstract : | Oι Νηογνώμονες αποτελούν έναν καθοριστικό παράγοντα για την ασφαλή λειτουργία των πλοίων αλλά και της διεθνούς ναυσιπλοΐας. Στην παρούσα εργασία, παρουσιάζεται η λειτουργία των Νηογνωμόνων και το έργο που επιτελούν στο διεθνές ναυτιλιακό γίγνεσθαι καθώς και η ιστορική τους εξέλιξη. Παρουσιάζονται επίσης οι βασικές έννοιες, οι όροι, τα χαρακτηριστικά και δραστηριότητες των Νηογνωμόνων. Ακόμη, εξετάζονται οι σχέσεις κράτους και Νηογνώμονα καθώς και το περιεχόμενο των συμβατικών τους υποχρεώσεων και των ευθυνών έναντι των πλοιοκτητών και των λοιπών εμπλεκόμενων με τη ναυσιπλοΐα προσώπων. Το σύνολο δηλαδή του θεσμικού και του νομικού πλαισίου που αφορά τους Νηογνώμονες. Αναλύονται έννοιες που αφορούν την ασφάλεια και τους Νηογνώμονες, καθώς και η διαδικασία των επιθεωρήσεων που αφορούν τους Νηογνώμονες. Γίνεται λόγος για τη διαδικασία ταξινόμησης, απονομής κλάσης και φυσικά του συνόλου των επιθεωρήσεων που πραγματοποιούν οι νηογνώμονες, για τα σύμβολα κατάταξης και τον ποιοτικό έλεγχο. Εξετάζονται κάποιοι σημαντικοί νηογνώμονες ανά τον κόσμο. Τέλος παρουσιάζεται ως μελέτη περίπτωσης η λειτουργία του ελληνικού νηογνώμονα και τα προβλήματα που εμφανίζει αυτός στις μέρες μας.
The Classification Societies are a determining factor for the safe operation of ships and international navigation. In the present work, the operation of the Classification Societies and the work they perform in the international shipping industry as well as their historical development are presented. The basic concepts, terms, characteristics and activities of the Classification Societies are also presented. Also, the relations between the state and the Registry as well as the content of their contractual obligations and responsibilities towards the shipowners and other persons involved in navigation are examined. That is, the whole of the institutional and legal framework that concerns the Classification Societies. Concepts concerning safety and the Classification Society are analyzed, as well as the process of inspections concerning the Classification Society. We are talking about the process of classification, class awarding and of course all the inspections carried out by the classification societies, for the classification symbols and the quality control. Some important classification societies around the world are examined. Finally, the operation of the Greek classification society and the problems it presents today are presented as a case study
