| Abstract : | Θέμα της παρούσας διπλωματικής εργασίας είναι η Διαχείριση Υποβολής προσφορών σε Δημόσιο Διαγωνισμό με την μορφή Διοίκησης έργου. Πιο συγκεκριμένα το αντικείμενο αφορά στην οργάνωση των δραστηριοτήτων που απαιτούνται για την συμμετοχή μιας εταιρείας παρόχου Ηλεκτρικής ενέργειας σεανοιχτό δημόσιο διαγωνισμό για την προμήθεια Ηλεκτρικής Ενέργειας στις εγκαταστάσεις ενός Δήμου της χώρας μας. Στην εργασία εξηγούνται και αναλύονται οι βασικότερες έννοιες της Διαχείρισης – Διοίκησης εργασιών με την μορφή έργου. Στη συνέχεια της εργασίας γίνεται αναφορά στη δικτυακή ανάλυση και στην χρησιμότητά της στο γνωστικό πεδίο της Διαχείρισης Έργων. Σε αυτό το σημείο αναλύονται τα δύο βασικότερα είδη δικτύων, καθώς και το διάγραμμα Gantt. Οι τεχνικές PERT και CPM αποτελούν το επόμενο αντικείμενο μελέτης, στην περίπτωση όπου οι χρόνοι δραστηριοτήτων είναι γνωστοί. Το κομμάτι αυτό ολοκληρώνεται με τη σχέση του χρόνου κατά την Διαχείριση ενός έργου. Τέλος το θεωρητικό υπόβαθρο της Διαχείρισης Έργων ακολουθείται από τη διαχείριση της μελέτης περίπτωσης ενός Δημόσιου Διαγωνισμού, που αφορά την προμήθεια Ηλεκτρικής Ενέργειας σε έναν δήμο της Αττικής. Μάλιστα στην παραπάνω μελέτη περίπτωσης παρουσιάζεται και η διαχείριση του έργου με αβέβαιους χρόνους στις δραστηριότητες, χρησιμοποιώντας την μέθοδο PERT. Τέλος ακολουθούν τα συμπεράσματα από την εργασία.
Topic of the present thesis is the Management of Bidding in a Public Procurement Competitionvia the form of Administration of project. More specifically, the subject refers to thecoordination of the activities required for the participation of a company Electricity provider in an open, public competition for the supply of Electricity to the premises of amunicipality of our country. In the thesis are explained and analysed the most mainmeanings of the Management-Administration of activities via the form of project.Consequently, the thesis makes a reference to the web analysis and its utility regarding thefield of knowledge of the Management of Projects.At this point, the two most principal kinds of networks are analysed, as well as the Ganttchart. The techniques PERT and CPM constitute the upcoming subject of study, in case ofknowing the activities’ time. This part is completed with the relation of time during theManagement of a project. Finally, the theoretical background of the Management ofProjects is followed by the management of the study of a Public Competition’s case, whichrefers to the supply of Electricity to a municipality of Attica. In fact, in the above case study,the management of a project with uncertain time regarding the activities is presented too,using the method PERT. Ultimately the thesis’ conclusions follow.
