Space policies of the West: from the Outer Space Treaty to the United States and the European Union

Abstract

Στον κόσμο των ραγδαίων εξελίξεων και των τεχνολογικών θαυμάτων που ζούμε σήμερα, το διάστημα έχει γίνει μέρος της κοινωνικής πραγματικότητας. Από την καθιέρωση της Συνθήκης για το Διάστημα το 1967, τα πράγματα έχουν παραμείνει σε μια, αταίριαστη με τις εξελίξεις του κόσμου, στασιμότητα. Αυτός ο πρώτος κανονισμός για την εξερεύνηση και εκμετάλλευση του διαστήματος ήταν αρκετά αποτελεσματικός για να περιορίσει την ανταγωνιστικότητα στο διάστημα κατά τις τελευταίες δεκαετίες του 20ού αιώνα, ωστόσο η εφαρμογή του σήμερα πρέπει να επανεξεταστεί από τη διεθνή κοινότητα. Οι Ηνωμένες Πολιτείες εξακολουθούν να είναι ηγετικός παίκτης στο παγκόσμιο διαστημικό παιχνίδι, ωστόσο άλλοι αξιοσημείωτοι ανταγωνιστές κάνουν τις κινήσεις τους στο διάστημα. Σε αυτή την ανάλυση, συζητείται και εξηγείται η Συνθήκη για το Διάστημα, ενώ παρουσιάζονται οι κύριοι δυτικοί δρώντες διαστημικής πολιτικής, οι Ηνωμένες Πολιτείες και η Ευρωπαϊκή Ένωση, τόσο με στοιχεία ιστορικής πολιτικής εξέλιξης όσο και με στοιχεία του παρόντος.

In the world of rapid developments and technological wonders that we live in today, space has become part of the societal realm. Since the establishment of the Outer Space Treaty in 1967, things have remained in a, mismatched with the evolution of the world, stagnancy. This first ever regulation for space exploration and exploitation was adequate enough to circumscribe the space race during the latest decades of the 20th century, yet its implementation today needs to be reexamined by the international community. The United States are still a leading player in the global space game, however other notable competitors are making their moves in space. The European Union building on the long-term western alliance with the United States, is attempting to establish its position in the global scene of space action. In this analysis, the Outer Space Treaty is being discussed and explained, while the major western space policy actors are being presented, the United States and the European Union, with past and present as the key refence points.
