Procyclical and countercyclical economic policies in Greece, 2000-2019. The effect of political cost and a comparison with the Portuguese case

Abstract

Η παρούσα εργασία έχει ως σκοπό να παρουσιάσει το πλαίσιο των ασκούμενων δημοσιονομικών πολιτικών στην Ελλάδα. Εκτείνεται σε μια περίοδο ιδιαίτερα καθοριστική για τη νεότερη ιστορία της χώρας, καθώς διήλθε μέσα από άνευ προηγουμένου δύσκολες οικονομικές συνθήκες. Το ζήτημα που θα παρουσιαστεί είναι αν οι οικονομικές επιλογές ήταν ευθυγραμμισμένες σύμφωνα με την επικρατούσα οικονομική θεωρία, αν οι «επιχειρηματικοί κύκλοι» λαμβάνονταν υπόψη στο σχεδιασμό, αν το πολιτικό κόστος έπαιζε ρόλο και σε ποιο βαθμό, και πως τελικά θα μπορούσε να συγκριθεί το αποτέλεσμα σε σχέση μια μεσογειακή χώρα με παρόμοια χαρακτηριστικά, την Πορτογαλία.

The purpose of this paper is to present the framework of fiscal policies in Greece. It spans a particularly decisive period in the country's recent history, as it went through unprecedentedly difficult economic conditions. The issues that will be presented are whether economic choices were aligned according to prevailing economic theory; whether "business cycles" were taken into account in planning; whether political costs played a role and to what extent; and how the outcome could ultimately be compared in relation to a Mediterranean country with similar characteristics, Portugal.
