Κοινωνική ασφάλιση στην Ελλάδα - Οι νομοθετικές μεταρρυθμίσεις από το 2010 και έπειτα

Abstract

Ο θεσμός της κοινωνικής ασφάλισης αποτελεί, αν όχι το σημαντικότερο, ένα από τα σημαντικότερα προβλήματα σε οικονομικό, πολιτικό και κοινωνικό επίπεδο που αντιμετωπίζει η Ελλάδα. Ο ρόλος του δεν είναι μονάχα κοινωνικός αλλά συνιστά και κεντρικό παράγοντα των δημοσιονομικών, των μακροοικονομικών και των αναπτυξιακών ισορροπιών μιας χώρας. Έχει κατά καιρούς υποστηριχθεί η άποψη δε, ότι συνετέλεσε τα μέγιστα στην οικονομική κρίση που αντιμετώπισε η χώρα στα τέλη της δεκαετίας του 2000 και ότι ελλείψει ενός τέτοιου προβληματικού συστήματος κοινωνικής ασφάλισης η Ελλάδα θα την είχε αποφύγει. Στην παρούσα διπλωματική εργασία, σε πρώτη φάση θα δούμε τι είναι η κοινωνικήασφάλιση, θα κάνουμε μια σύντομη αναδρομή της στο βάθος των αιώνων και θα παρακολουθήσουμε την ιστορική εξέλιξη της κοινωνικής ασφάλισης στην Νεότερη Ελλάδα. Έπειτα θα εξεταστούν οι σημαντικότερες διατάξεις των νομοθετημάτων που ψηφίστηκαν από την Ελληνική Βουλή από το 2010 έως σήμερα. Τέλος, αφότου ολοκληρωθεί η ως άνω παρουσίαση θα γίνει κριτική επισκόπηση αυτών των νομοθετικών αλλαγών και των αλλαγών που έχουν επέλθει στο κοινωνικοασφαλιστικό τοπίο.The present dissertation, titled "SOCIAL SECURITY IN GREECE: THE LEGISLATIVE CHANGES INTRODUCED FROM 2010 ONWARDS," aims to provide a review of the past fifteen years concerning the changes that have taken place in the Social Security System as a result of the economic crisis, the loans the country was forced to take, and the ensuing commitments undertaken towards its creditors. This review will examine the legislation enacted during the aforementioned period, with particular focus on the provisions aimed at freeing the Greek Social Security System from long-standing rigidities and distortions of the past, and rendering it sustainable in the long term. The institution of social security constitutes, if not the most significant, one of the most important issues on an economic, political, and social level that Greece is facing. Its role is not only social but also a central factor in a country’s fiscal, macroeconomic, and developmental balances. It has at times been argued that it greatly contributed to the country's economic crisis in the late 2000s, and that, in the absence of such a problematic social security system, Greece might have avoided this crisis. In the present dissertation, we will first explore what social security is, provide a brief historical overview stretching back through the centuries, and follow the historical development of social security in Modern Greece. Subsequently, we will examine the most important provisions of the laws passed by theHellenic Parliament from 2010 to the present day. Finally, once the above analysis is complete, a critical review of these legislative changes will be conducted, along with an assessment of the transformation that has taken place in the social security landscape.
